Director, Surveying and Planning
The
Director, Surveying and Planning will report to the Chief Executive
Officer and will be responsible for coordinating surveying and planning
functions including advising the Commission, the Chief Executive Officer
and Management on all aspects and types of surveys and related planning
tasks the Commission may wish to undertake.
Key Responsibilities:
The successful candidate will be a hands-on and participative manager and will lead and develop an
internal
team to operate the following areas: cadastral surveys, topographical
surveys, and compulsory acquisition surveys, settlement surveys,
adjudication surveys, remote sensing surveys, hydrographical surveys,
GIS and coordination of planning tasks.
In addition to the above, he/she will;
Provide leadership in the formulation and implementation of survey and planning management strategies and policies
Supervise and coordinate Land Adjudication and Settlement Schemes planning and surveys
Supervise and coordinate compulsory acquisition surveys
Supervise and coordinate topographical surveys when and where required
Coordinate and liaise with the National Mapping Agency for
hydrographical, remote sensing and mapping surveys when and where
required
Liaise with the National Planning Agency an county
governments on planning tasks when and where required and County
governments.
Oversee the development, coordination and
implementation of sound Survey, Mapping and Geographical Information
Systems (GIS) management
Work closely and transparently with all external partners including thirdparty vendors and consultants.
Oversee administrative functions as well as facilities to ensure
efficient and consistent operations of the department of surveys and
planning in the Commission.
Personal qualities of integrity,
credibility, and dedication that meet the requirements of chapter 6 of
the Kenya Constitution.
Perform other duties that may be assigned from time to time
Qualifications, Competencies and Experience:
A Masters degree in any Survey related field, GIS or Planning from a recognized university
A Bachelor’s degree in Surveying or Geomatic/Geospatial Engineering
from a recognized university (compulsory requirement). A degree in
planning would be an added advantage
A Full Member of the
Institution of Surveyors of Kenya (MISK) - Geospatial Surveyors Chapter
(being a Licensed Surveyor would be an added advantage)
At least
Ten (10) years relevant experience, 5 of which must be with a reputable
organization and at least 3 years at senior management level (experience
in the public sector would be an added advantage)
Demonstrated experience and understanding in various types of surveys and planning
Well-developed computer literate skills (knowledge and application of GIS would be an added advantage)
General management skills
A successful track record in setting priorities; keen analytic,
organization and problem solving skills which support and enable sound
decision making
Excellent communication and relationship building
skills with an ability to prioritize, negotiate, and work with a
variety of internal and external stakeholders
Personal qualities of integrity, credibility, and dedication
Meet the requirements of chapter 6 of the Kenya Constitution.

Revenue Authority (KRA), Criminal Investigation Department (CID), Credit
Reference Bureau, Higher Education Loans Board (HELB), and the relevant

Candidates shall be required to produce originals of their National
