When the then Nzamba Kitonga led Committee of Experts was appointed, Finance Minister Uhuru Kenyatta refused to release money to them to set up an office. 

They started working from a private office and did so for more than six without even a salary. It was only when he sensed that Kenyans were firmly behind the experts that he changed tact by releasing some money but instructing the central provine representative in the committee to boycot its sittings. 

When sensed that the committee went on with its work undeterred, he clung on the purse strips, refused with money for civic education and refferendum. I think Isaac Ruto remembers how the words "National security" were inserted into the doc. at the govnt printer. 

He must surely remember how the finance minister Uhuru Kenyattaa frustrated the drawing the public finance bill untill we ended with an Act that gives full control of devolution money to the central govt. Why does Ruto think Ann Waiguru has such a huge budget? why is she placed in the op? Come on Ruto! 

Dont tell us you were not aware that Uhuru had these impressive reform credentials! In case u were asleep as u claim, then wakeup and smell the coffee. Devolution died on 4/3/2013. What stands on its grave is a cross engraved with the ugly words, Ministry of Devolution. R.I.P DEVOLUTION.
