No More 'Outsiders' in The Kenyan Drama Festival Script Preparation

The Kenyan Ministry of Education banned outsourcing of drama festival script writers. The Ministry of Education has banned the writing of scripts by people who are not students or teachers, the Permanent Secretary for the Ministry, George Godia has said.

Godia asked the Kenya National Drama Association to streamline the rules and regulations that govern the operations of the association to ensure strangers do not hijack the writing and performance during the National Schools & Colleges Drama Festival in future. He said that the annual National Drama festival was an extension of the classroom work that students were exposed to, saying that the writing of scripts and their performance must strictly be done by students with the guidance of teachers and not outsiders. This is to enable the students to develop their creative talents in writing scripts, directing and in production of plays and other creative activities.

He was speaking during the Kenya National Drama Festival Gala at The Aga Khan High School Hall in Mombasa on Thursday. Last week, the High Court directed the Ministry of Education to allow the staging of a play, entitled The Shackles of Doom by Butere Girls High School, saying its was incendiary in its thematic thrust, hence violating the guidelines that the National Drama festival had spelt out for script writing to schools. The script had reportedly been written by writer who is neither a student nor a teacher.

The Permanent Secretary said outsourcing the writing of scripts and the whole production and direction of the plays by people who are not teachers or students denied a chance to students to develop their talents in creative arts. “It also denies a chance to the Ministry to place responsibility on the schools if and when it may become necessary to do so,” Godia noted.

The sentiments were supported by the Chairman of the National Drama festival, Mr. Kahura Chokera who said that strangers to the formal school system were exploiting students for their own ends. He said non teachers should use other avenues to ventilate their creative energies instead of exploiting students for their own political and other ends.

Raila Promises To Be Involved in The Government

Former Prime Minister Raila Odinga has said he will work with Cord's 24 governors to implement the coalition’s manifesto. Mr Odinga said Cord has majority governors elected during General Election and will use them fulfil promises they made during the campaigns.

Speaking at Mombasa County Hall on Thursday when he met governor Hassan Joho and ODM's 30 ward representatives, Mr Odinga said he will work with donors who are willing to fund Cord to fulfill its promises.

“We have to continue seeking more donors to help the 24 governors propel their agendas and that of Cord as they serve their people at their respective counties,” said Mr Odinga. He added: “We shall explore all the avenues to prove to Kenyans that Cord meant to transform their lives and we shall do so through supporting counties headed by our party governors.”

Mr Odinga also urged the members of national assembly to address issues of debts inherited by County governments from previous local authorities. He proposed the writing off of such debts to help the devolved governments run their systems effectively.

He also asked the national government to iron out issues on sharing of revenue from national parastatals such as port of Mombasa so that people in the counties can also benefit from them. “The Transition Authority has stated clearly in its recent advertisement that harbours and ferries belong to county government. But the national government has not stated how the county will get its share,” said Mr Odinga.

During the meeting, Mr Joho said the his office has inherited Sh2.8 billion from the Mombasa Municipal Council and urged the national government to release devolution funds to kick start county operations. “It is frustrating that national government was supposed to release some funds to assist in the recruitment and other County operations but until today we have not received anything from the treasury. We are asking those involved to check on the matter to ensure County operations do not stall,” he said. Mr Joho also warned former council workers to shape up and embrace change so as to achieve the county’s set mission.

ADAN ABDULLA MOHAMED

Adan Mohamed was born December 1963 in Mandera.
Adan has worked for Barclays Bank for over 15 years in different
parts of the world. He has been the CEO of Barclays Kenya for a
period of 10 years that has seen the Bank grow from strength to
strength. In recognition of his contribution, Barclays Group
recently promoted him to the role of Chief Administrative Officer
with responsibilities for 10 countries in Africa.
Prior to Barclays, he worked for PricewaterhouseCoopers for a
period of 7 years in London where he trained as a Chartered
Accountant.
An MBA graduate of Harvard Business School in the US, Adan is
also a First Class Bcomm degree graduate from the University of
Nairobi.
Adan is married to Nafisa and have 5 children.

ANNE WAIGURU
Ms Anne Waiguru has an academic background and experience in
economic and public policy. She holds a Masters degree in
Economic Policy from the University of Nairobi, and, has specialized
experience in public finance, financial management systems, public
service reform and capacity building, and, governance.
Ms Waiguru is the Director, Integrated Financial Management and
Information System (IFMIS), and, Head of Governance at the
National Treasury. She served briefly as a Senior Public Sector
Manager/ Assistant Vice President, at Citigroup NA. Previously, Ms.
Waiguru served as a Technical Advisor in the Cabinet Office, Office
of the President. This position was initially seconded by the World
Bank (DC).
In the last two years, Ms Waiguru has led her IFMIS team at the
National Treasury to win three Awards for exemplary performance
in the Public Service. She was also nominated two years ago, as one
of the Top 40 Under 40 women in the country, the only nominee at
the time from the Public service.
Ms. Waiguru has been published, and has served as the Alternate
to the Permanent Secretary/National Treasury in the Public
Procurement oversight Authority Advisory Board, and, the Women
Enterprise Fund Board. Ms Waiguru is a proud mother of three
sons, Ian, Don and Wabu aged seventeen (17), fourteen (14) and
nine (9) respectively.

AMBASSADOR RAYCHELLE AWUOR OMAMO
Amb.RayechelleOmamo is a Senior Counsel, has been an Advocate
of the High Court of 27 years standing.
She was the First Woman Chairperson of the Law Society of Kenya
and First woman Ambassador of Kenya to France, Portugal, The
Holy See and the Republic of Serbia and Permanent Delegate of
the Republic of Kenya to UNESCO.
Rayechelle has made substantial contribution to the advancement
of the rule of law in Kenya and to the development of legislation
and policy, for example:
o Member of the Task Force on the Establishment of the
Truth and Reconciliation Commission for Kenya;
o Member of the Task Force on the Review of Landlord and
Tenant Legislation;
o Assisting Counsel to the Ndungu Commission:
She was the Jurist of the Year 2002. She studied Law at the
University of Kent at Canterbury in the UK.

DR. HASSAN WARIO ARERO
Dr. Hassan WarioArero, was born on the 24th November 1970. He
hails from Moyaledistrict of Marsabit County where his family were
mainly of nomadic pastoralist background.
He joined the University of Nairobi’s Institute of African Studies in
1990 and graduated in 1995 with a 2nd Class Upper Honours in the
Degree of Bachelor of Arts in Anthropology.
In 1997, Dr. Wario won the Chevening Scholarship through the
British High Commission and proceeded to the University of East
Anglia in Norfork, England to pursue his Masters Degree. He
proceeded to undertake his PhD in Anthropology at the same
university, where he graduated in 2013 with a PhD degree in
Anthropology.
Dr. Wario joined the National Museums of Kenya in 1995.Dr. Wario
has extensive international work experience, having worked for
the British Museums for eight years. He brings an impressive
network within the heritage and related sectors worldwide. He is
married with two children.

PROF. JACOB KAIMENYI
Prof. Kaimenyi was born in 1952. He is married with 5 children.
He holds a PHD in Dentistry from the University of Nairobi. He is
the first inaugurated full professor of PERIODONTOLOGY at the
University of Nairobi.
He is currently:
a) Deputy Vice-Chancellor in charge of Academic Affairs at the
University of Nairobi.
b) A Member of the Medical Practitioners and Dentists Board
c) A trustee of Regina Pacis University College – A constituent
College of the CATHOLIC UNIVERSITY OF EASTERN AFRICA.
He is a Honorary Fellow of the International College of
Dentists.
Previously has held several key positions such as:
· President of the Commonwealth Dental Association
· Head of the National Dental Unit at the Kenyatta
National Hospital

FELIX KIPTARUS KOSKEI
Mr. Koskei was born in 1964. He joined University of Nairobi in
1987 and graduated with BSC Honours Degree in 1990. He did his
MBA in Strategic Management in 2003 at the University of Nairobi.
Employment
He joined Kenya Posts and Telecommunication Corporation in
1990. In 2007 he joined Kenya Civil Aviation Authority as Manager
Procurement where he served for 2 years. In 2009, he joined Kenya
National Highways Authority and rose through the ranks to
become General Manager, Supply Chain and Support Services.
He has undertaken professional courses in Supply Chain
Management offered by Chartered Institute of Purchasing and
Supply having completed his graduate diploma.
He is trained in Road Asset Management Systems and Strategic
Level Planning by University of Brunswick, Canada. He also trained
in Implementing successful and Effective Public Private
Partnerships in University of Botswana.
He is married to Margaret and has 4 children, 1 boy and 3 girls.

ENG. MICHAEL S. M. KAMAU
Engineer Kamau was born in 1958. He is married with two
children and has been in the Civil Service since 1981. He was
seconded to Moi University in Eldoret for seven years between
1990 – 1998.
He holds a Bachelor of Science in Civil Engineering from the
University of Nairobi, Master of Science in Engineering from the
University of New Castle Upon Tyne, United Kingdom.
He has received extensive training in the field of engineering and
management both locally and internationally.
His is registered as a Professional Consulting Engineer by
Engineers Board of Kenya. He is a fellow of the Institution of
Engineers of Kenya and also a fellow of the Kenya Institute of
Management. He is an associate member of the Chartered
Institute of Arbitrators.
He has been a Permanent Secretary since October, 2007 and a key
architect in the infrastructure upgrade in the last 10 years.

MRS. PHYLLIS JEPKOSGEI KIPKINGOR – KANDIE
Mrs. Kandie was born in Eldama Ravine, Baringocounty48 years
ago.
In 1986, she joined St. Mary’s University, Canada for her
undergraduate where she attained a B.Com (Economics) Degree.
She then proceeded to Middlesex University, United Kingdom in
1991 and Durham University, UK for her MBA and further training.
She is married to Ambassador Julius Kandie and blessed with two
children, Lawrence and Simon.
She is an investment banker and is currently engaged as a Director,
Investment Advisory Services at Standard Investment Bank. She
has also served as a regulator within the Capital Markets, energy
and agricultural sector.
Previously, she was a Business Advisory Consultant for the SME
sector having consulted for the World Bank and European Union.
She has served in several Boards including the Kenya Revenue
Authority.

MR. DAVIS CHIRCHIR
Mr.Chirchir has a depth of experience in project development,
management and execution and is skilled in strategic analysis and
financial management.
He previously served as a Commissioner at the Interim
Independent Electoral Commission.
Previously General Manager at Kenya Posts and
Telecommunications Corporation he coordinated the restructuring
of KPTC to create Telkom Kenya, Communication Commission of
Kenya, Postal Corporation of Kenya and staff Pension Fund.He also
coordinated the privatization of Telkom Kenyaand establishment
of Safaricom.
Mr. Chirchir holds a Masters of Business Administration in
International Management from Royal Holloway School of
Management, University of London and a Bachelor of Science
degree in Computer Science and Physics from the University of
Nairobi.
He is 53 years and married with four children.

PROFESSOR JUDI WANGALWA WAKHUNGU
Judi is a holder of a PHD in Energy Resources Management. She is
currently the Executive Director of the African Centre for
Technology Studies. She is also Energy Advisor to the Energy
Sector Management Program of World Bank and Advisor at the
Legatum Centre at MIT.
She is also a member of the Scientific Advisory Committee of
UNESCO’s Intergovernmental Management of Social
Transformation Programme.
Nominee for Cabinet Secretary, Environment, Water and Natural
Resources.


HON. NAJIB BALALA
Hon. Balala was born 20th September 1967.
He served in four (4) Ministries and best was Ministry of Tourism.
He was elected President of UNWTO. Was best Minister of
Tourism in Africa by the African Investor.
He has Experience in Private Business
He attended a leadership course at JF Kennedy School of
Government, Harvard University and also a course in Urban
Management at the University of Toronto
He served as Member of Parliament for Mvita for 10 years. He is

Looming Danger - Kenya Will Be Harmed By Ethiopia's Gibe III Dam

Three months ago in this column, I warned that the completion of Ethiopia's Gibe III dam on the Omo River could transform Lake Turkana, the world's only desert lake, into Africa's Aral Sea. Impassioned by China-style great leap forward philosophy, the Ethiopian government has pursued the development of the Gibe III dam in total disregard to the consequence associated with it.

The Ethiopian government and multilateral donor institutions present the Gibe III dam project as critical to national and regional energy security and contributing to poverty alleviation. A new report from the African Resource Working Group (ARWG) reveals that the completion of the Gibe III dam on the Omo River will touch off socio-economic, political and ecological collapse in the tri-state border region of the Great Horn of Africa.

According to the ARWG report, a major review by the African Development Bank of the hydrological impacts of the Gibe III dam on Lake Turkana omitted any assessment of the dependence of the livelihoods of local communities on the lake's resources. Moreover, the assessment by the Ethiopian government shows no regard for Kenya's sovereignty over Lake Turkana's northern shoreline zone and a significant portion of the Omo Delta.

The author of the report, Claudia J. Carr, associate professor at University of California at Berkeley, argues that no credible assessments of the environmental and social cross-border impacts of the dam have been conducted. The report charges that the assessments of the dam's impact were fragmentary and riddled with major omissions, inaccuracies and even fabrications.

For instance, the Ethiopian government and the dam proponents suggest that a 60-70% drop in inflows would only cause a 2m-drop in lake levels. The report suggests that the Ethiopian government, international development banks and global commercial investors have operated with the precondition despite glaringly inadequate appraisal of the impacts of Gibe III mega-dam project.

The Gibe III reservoir would be 150 km long, in a narrow gorge with covering an area of 211 square kilometers, with a storage volume of 11,750 million cubic meters; an amount equal to about two years of the Omo River's flow causing a 60-70% reduction in the volume of the Omo River, which contributes 90% of inflow into Lake Turkana. This will reduce Lake Turkana's volume by 58%, lower the lake level by10-22m while doubling its salinity and putting nearly 500,000 pastoralists and fisher folk at the risk of famine and conflict.

Why I Am Disappointed With The President’s Choice For Cabinet Secretary – Health

Yesterday evening, following days of almost palpable anticipation regarding the composition of the Cabinet, President Uhuru Kenyatta announced the names of four individuals that he will present to the National Assembly for vetting before they assume their roles as members of the Executive arm of Government.

For the position of Secretary for Information, he chose an IT Guru. A University Don with years of experience in the field, Mr Fred Okengo. For Secretary of Foreign Affairs, Amb. Amina Mohamed was selected. She is a career diplomat having served as diplomatic representative at high levels at the United Nations Environmental Programme. For Treasury Secretary, Henry Rotich…A career civil servant and celebrated economist. I commend the President for his choices in the aforementioned three ministries. They are fresh faces that so far represent the face of Kenya, take into consideration gender balance and most importantly, professional competence.

However, I must register my disappointment with his choice for Cabinet Secretary for Health. Before I go into this, allow me to first give some background so as to inform you of the reasons for my opposition.

Kenya is coming from an era where cabinet appoinents were purely political affairs with the most important considerations being party loyalty and regional balance. In spite of this, we did manage to land upon some gems such as the late Hon John Michuki who managed to turn the Transport Sector around despite having limited background in the said area. He even famously declared that he had never bought a second hand vehicle in his entire working life. At first, many were apprehensive about his ability to perform in such a key ministry given his detachment from the day to day issues facing public transport. He pleasantly surprised us all by streamlining the sector.

But I hazard to say that such examples were the exception rather than the rule. We are the same nation that put the only nobel laureate we have ever produced, the late Hon Wangari Maathai, in a ministry that had nothing to do with her prize. She was an environmentalist celebrated the world over for her conservation efforts yet the Environment docket wad headed by an accountant at the time. This gives the impression that more luck than deliberate intent went into cabinet appointments then.

The Healthcare Sector has for many years been treated as a second rate ministry. This is so in many regards but most significantly, in terms of budgetary allocation. The Abuja declaration states that the bare minimum required to run a country’s health affairs is 15% of the national budget yet we, at best, hover between 5-6%.

It is on the background of this consistent maltreatment that I base my argument. As a young budding doctor, in undergraduate training, one is taught that mistakes in our profession cost lives. To emphasize this, for instance, we are taught that when examining a patient, one must always stand on the right side of the patient’s bed. This is for a variety of reasons not pertinent to today’s discussion. However, undergraduates are failed in their clinical exams if they contravene this rule. The point being to pass across the message that in healthcare, details matter. Health is not the sector to adopt a trial and error methodology neither in patient care nor in management of the sector as a whole. Mistakes in this regard cost lives!

Therefore, in light of the new constitutional dispensation where MPs are no longer appointed to cabinet and that the National Assembly vets nominees to such positions on the basis of qualifications, it is my view that the President’s advisors would have done better in guiding him towards a professional with a proven track record in healthcare. If for no other reason other than the fact that, he who wears the shoe, knows where it pinches. They did so for all other Ministries named yesterday, why not health?

Born in Borabu, Nyamira Dr.Fred Matiangi formerly taught at Egerton University and the University of Nairobi. He has held various research and Programme implementation positions with various local and international organizations. He consulted previously for among others the World Bank, the Commonwealth Parliamentary Association, the Inter-Parliamentary Union and the United Nations Development Programme. He is a governance and programme implementation expert and the immediate former Country Director of the Kenya Parliamentary Support Programme. He is leaving his current position as the Eastern Africa regional Representative for the Centre for International Development, Rockefeller College of Public Affairs and Policy, the State University of New York to join our government as the Cabinet Secretary for Information Communication and Technology. Fred is married and has two children.

3. HENRY K. ROTICH

Mr.Henry Rotich has been the Head of Macroeconomics at theTreasury, Ministry of Finance, since March, 2006. He has been involved in formulating macroeconomic policies that ensure an affordable and sustainable path of public spending aimed at A chieving the Government’s development priorities.
He is also involved in preparation of key budget documents including the Budget Statements, as well as providing strategic coordination of structural reforms in the area of fiscal and financial sector.Prior to joining the Ministry of Finance, Mr. Rotich has worked at the Central Bank of Kenya since 1994. At one time, he was attached to the International Monetary Fund (IMF) local office in Nairobi to work as an economist. He has also consulted as a short-term macroeconomic expert in the region –in Mozambique, Malawi and Rwanda with the IMF’s East AFRITAC (in Tanzania) and Macroeconomic and Financial Management Institute (MEFMI)in Zimbabwe, in addition to supporting the designing of macroeconomic convergence criteria of the proposed East AfricanMonetary Union.

Education: Mr. Rotich holds a Masters Degree in Public Administration (MPA) from the Harvard Kennedy School, Harvard University. He also holds a Master’s Degree in Economics from University of Nairobi and Bachelor’s Degree in Economics (First Class Honours) from the same University. He is 44 years and married with two sons. 4. AMB. AMINA MOHAMED

Assistant Secretary General of the United Nationsand Deputy Executive Director of the United Nations Environment Programme at Nairobi. Former Permanent Secretary of the Ministry of Justice, National Cohesion and Constitutional Affairsand former Ambassador of Kenya to the United Nations at Geneva. Amb. Amina Mohamed is a lawyer and diplomat by profession and has served in the public service since 1985. She has served in the Ministries of Local Government, Foreign Affairs and Justice. Amb.
